McConnell has started to pre-empt the possibility of a minority labour administration after the 2003 elections by meeting Lib Dem demands for proportional representation in local council elections using the 'single transferable vote' system. Therefore, Labour ensures that its junior coalition partner remains amenable to a new partnership agreement in the event of Labour losing seats and publishes a draft bill, inevitably lost, before the 2003 elections.
