McConnell has started to pre-empt the possibility of a minority labour administration after the 2003 elections by meeting Lib Dem demands for proportional representation in local council elections using the 'single transferable vote' system. Therefore, Labour ensures that its junior coalition partner remains amenable to a new partnership agreement in the event of Labour losing seats and publishes a draft bill, inevitably lost, before the 2003 elections. The Lib Dems have played a poor hand in power as most of their demands were also popular on the Labour left, ensuring that any leader could appease them and maintain or increase their grassroots support.
